To become a member, you must be a public/governmental entity.  Governmental customers that are eligible include School Districts, Colleges, Universities, Counties, Cities, Water Districts, and Municipal Utility Districts, Public Healthcare organizations, State Agencies and any other public entity that is a political subdivision.
